Client: Alberta-based pipeline transportation company.

Opportunity

As a federally regulated employer, the client was required to develop and publish an Accessibility Plan under the Accessible Canada Act, including consulting with persons with disabilities, establishing formal feedback processes, and committing to annual progress reporting. With a June 1, 2024 compliance deadline approaching, the organization lacked the internal expertise and capacity to design and execute a compliant process independently. 

The client engaged Envol to deliver a practical, defensible approach that would meet legislative requirements while remaining realistic given internal resources and operational priorities. 

Solution

Envol led a structured yet streamlined accessibility planning process that balanced compliance with practicality. We began by assessing current policies, practices, training, communication, and environments to identify existing and potential accessibility barriers. In parallel, Envol designed and facilitated a compliant consultation process in partnership with the BCCFA, a BC-based organization representing persons with disabilities, to ensure lived experience meaningfully informed priorities.

Using insights from both the audit and consultations, Envol collaborated with internal stakeholders to define clear short- and long-term accessibility goals, practical actions, and implementation considerations. These inputs were consolidated into a fully compliant Accessibility Plan aligned with the Act and Regulations, alongside the development of formal processes for receiving and responding to accessibility feedback and a framework for annual progress reporting.

Impact

Envol led and owned the end-to-end accessibility planning process, enabling the client to meet its Accessible Canada Act obligations on time while minimizing internal lift. 

By managing coordination, consultation, and the majority of plan development and writing, Envol reduced the burden on internal teams and delivered a fully compliant, defensible Accessibility Plan grounded in lived experience and operational reality.

Key outcomes included:

  • Compliance without operational disruption: Envol led the full process — audit, consultation, coordination, and primary drafting — enabling on-time compliance by June 1, 2024.
  • Defensible, audit-ready deliverables: The Accessibility Plan, consultation record, feedback process, and reporting framework were built to meet regulatory scrutiny.
